Error "Loading SharePoint Powershell Snapin"

Hi!

I am installing SharePoint 2010 using this script and am encountering the following error:

The local farm is not accessible. Cmdlets with FeatureDependencyId are not registered. 
No xml configuration files loaded.
The type initializer for 'Microsoft.SharePoint.Utilities.SPUtility' threw an exception.

 - Script halted!
 - A known (annoying) issue occurred loading the SharePoint Powershell snapin.
 - We need to re-launch the script to clear this condition.
After re-running the script I am then presented with the following error:

Exception : Microsoft.SharePoint.SPException: This SharePoint farm currently has pending upgrades.  The cmdlet Mount-SPConfigurationDatabase cannot be executed until the upgrade is completed.

Having read various similar threads I have removed SP1 and any CUs so it is simply a base SharePoint 2010 install (with OWA). As a note, the errors I receive are the same with SP1 + CUs included.

Opening Powershell and loading the SP Snapin gives the same error of the local farm is not accessible.

If you need more info like the input.xml file I'll post that, any help or pointers would be appreciated.
